Shanghai Expo Garden Center Greenhouse: Existing Building Performance-Based Design Case Study

This presentation provides an overview of the building design and approval process in China, with a particular focus on fire protection considerations in existing building retrofits. Using the Shanghai Expo Garden Center Greenhouse as a case study, the session will explore key design challenges encountered during the retrofit process and the performance-based solutions developed to address them. The project highlights innovative approaches and practical strategies that contribute to advancing global best practices in fire protection engineering.

Speaker Bio:

Fang Li, FSFPE, is a Senior Fire Protection Engineer at HGI and a Fellow of the Society of Fire Protection Engineers (SFPE). She founded the SFPE China Chapter in 2006 and continues to serve as its President, leading it to receive eight awards from SFPE Headquarters. With over 20 years of experience, she has worked on landmark projects across Asia, including the Shanghai Tower, Shanghai Disney Resort, Beijing Universal Studios, major transportation hubs, and large-scale entertainment developments.

A pioneer in introducing performance-based design (PBD) to China, Li was part of the team awarded the Silver Prize by the Ministry of Public Security Science and Technology for the Technical Guideline of Performance-Based Design. She has played a key role in advancing international fire engineering practices and third-party review services in China and Macao. Li holds a master’s degree in Fire Protection Engineering and Chemical Engineering and has published two books with Springer on tall buildings and transportation hub fire protection.
